The Reasons Behind India's National Passport Continues to Drop in Global Ranking

Earlier this year, an online clip from an Indian travel influencer complaining about the limited power of the Indian passport went viral across digital platforms.

The influencer stated although neighbouring countries like Bhutan and Sri Lanka were more welcoming to travelers from India, securing travel permits for visiting many nations in Europe and the West remained a challenge.

Such concerns regarding the limited global access of Indian passports was reflected in recent Henley Passport Index, ranking India in the 85th spot out of 199 countries, a decline of five positions than last year.

Officials in India has not commented regarding these findings yet.

Nations including Ghana, Rwanda and Azerbaijan despite smaller economic size compared to India – which is the world's fifth biggest economy – are ranked higher on the index at the 78th, 74th and 72nd spots, in that order.

Actually, the country's position over the last ten years has remained in the 80s, even dipping to ninetieth place two years ago. These rankings appear poor compared to other Asian countries like Japan, South Korea and Singapore, all maintaining top positions.

What Passport Strength Indicates

Passport strength reflects a country's global influence and global influence. This leads to enhanced travel freedom for passport holders, boosting business and educational prospects. A weak passport results in additional documentation, higher visa costs, fewer travel privileges and longer waiting times when journeying.

However, even with the decline in the rank, the number of countries offering visa-free access to Indians has grown in the past decade or so.

As an instance, eight years ago – the year Prime Minister Narendra Modi's Bharatiya Janata Party (BJP) came to power – fifty-two nations offered visa-free access to Indians and its passport at seventy-sixth position on the index.

The following year, it fell to the 85th position, then rose to 80th over the past two years, declining once more to the 85th position currently. Meanwhile, visa-free destinations to Indian citizens grew from fifty-two eight years ago to sixty last year and sixty-two this year.

The Competitive Global Mobility Landscape

The count of visa-free destinations in 2025 (fifty-seven) is higher than the number in 2015 (fifty-two), but India's rank during both periods remains at eighty-fifth. What explains this situation?

Experts say that a primary factor is the increasingly competitive landscape in international travel – meaning nations are entering into additional travel agreements to benefit their citizens and economic growth. As per recent analysis, the worldwide mean count of countries travellers are able to access visa-free has almost doubled from 58 in 2006 to 109 in 2025.

For example, China has increased the number of visa-free countries available to its citizens from fifty to eighty-two in the past decade. Consequently, its position in the ranking has improved from ninety-fourth to sixtieth during the same time period.

In comparison, The Indian passport – previously positioned 77th on the index during summer – dropped to the 85th position in October after losing access to two countries.

Additional Factors Affecting Passport Strength

A former Indian ambassador notes multiple elements influencing the strength of a country's passport, including economic and political conditions as well as its receptiveness to accepting travelers from abroad.

For instance, the US passport has fallen of the top 10 and now occupies the 12th position – a historic low – because of its increasingly insular stance in world politics.

The diplomat recalls how in the 1970s, Indian citizens had visa-free travel to numerous European and Western nations, though this shifted after the Khalistan movement during the eighties. Later political disturbances have continued to damage the country's reputation as a stable democracy.

"Numerous nations are also becoming more cautious of immigrants," the diplomat added. "India has a large quantity of people migrating overseas or remaining beyond visa limits affecting the country's reputation."

Elements like how secure a country's passport is and its immigration procedures also contribute to obtaining visa-free access to foreign nations.

Security and Technological Improvements

The Indian passport faces ongoing security risks. In 2024, law enforcement arrested 203 people for suspected visa and passport fraud. The country also has complex immigration processes with lengthy timelines for visa approvals.

The former ambassador says that technological advances, such as the newly introduced electronic passport or e-passport, may enhance safety and ease the immigration process. The e-passport contains a microchip holding biometric data, increasing difficulty to counterfeit or alter the passport.

However, more diplomatic outreach and travel agreements continue essential to boosting international travel freedom for Indian citizens and, by extension, India's passport ranking.
